GLOBAL FUND 55TH BOARD MEETING – GFAN REPORT
The 55th Global Fund Board Meeting was heavier on context and discussion than decisions and was preceded by a 1.5 day retreat for Board Members and Alternates. During the meeting the Board looked at operational matters related to the Global Funds Ethics and Inspector General offices, how the 2027 operating expenses budget is shaping up, how governance serves the mission and mandate of the Global Fund, and internal restructuring at the Secretariat. Also present in the room was “the context”, i.e. the string of crises engulfing the world and their repercussions on global health as well as the ongoing debate on the future of the global health architecture and the place of the Global Fund within it including a pre-day panel and a Board discussion specifically on the Global Fund’s collaborations with Gavi.
There were two important decisions brought to the Board during this meeting, both with potentially long-term consequences: the scaling up of non-Global Fund-financed procurement (NGFP) mechanisms and an update to the Global Fund’s risk framework. Both are discussed in more detail in the report below.
To make for an easier read, we have decided to group discussions into three themes:
- Implementing GC7 and preparing GC8
- The Global Fund in the face of a multifaceted crisis
- The evolution of the Global Fund and its place in the global health architecture
