We’re Hiring! Mid Term Evaluation NVF for GFA Phase IV

GFAN is looking for a qualified consultant to conduct a mid-term evaluation of the New Venture Fund for Global Fund Advocacy (NVF for GFA) Phase IV. This review will reflect on the work conducted in Phase 4 of the NVF for GFA, assessing key outcomes and impacts, and analyzing key challenges and lessons learned in advocacy. The consultant will also assess the workings of the current NVF for GFA model of grant-making, grant reporting and evaluation and make key recommendations for future funding modalities

Scope of work

Similar evaluations have been done in the previous phases that will be available to the consultant. Through a combination of desk review of available materials and interviews with each core NVF for GFA Phase 4 sub-grantee and the 4 technical partners on NVF for GFA (14 in total, noting that GFAN has a dual role as a Technical Partner and as a core sub-grantee). In total, between 15 and 20 interviews are likely needed.  The scope of work includes:

  1. Analysis of work done by NVF for GFA sub-grantees and how it contributed to the overall outcomes of the Global Funds 8th This should include overall analysis as well as short write-ups for each sub-grantee.
  2. Examining the NVF for GFA grant making model and making recommendations about grant making process and timing, including reporting, for a new funding modality.
  3. Observations about advocacy funding landscape and needs for investments in GF advocacy – how are needs changing and/or staying the same?
  4. Using new GFAN strategy – explore hypothetical and specific investment ideas going forward, recommendations on how to adjust investment levels and/or approaches
  5. Case studies – beyond the short write-ups of each sub-grantee, what are 2-3 overlapping themes that have relevance to either the funding modality or the advocacy funding landscape for GF advocacy.

Deliverables

  • Complete timeline of activities from the consultant upon signing of the contract
  • Stakeholder interview rubric
  • Summary analysis and recommendations after first wave of stakeholder interviews
  • Final report (in word) delivered after 2 draft iterations
  • Folder containing notes from all interviews, all other materials and other deliverables to be provided to GFAN

Processes

  • Desk review of Phases 1-3 reviews/evaluation and all Phase 4 documentation (grant agreements, process documents, templates for reporting, actual reporting submitted etc)
  • Wave 1 of stakeholder interviews with GFANs, NVF, GFATM and Gates staff to answer the overarching questions and to identify other areas of inquiry that may need to be added to the second wave of stakeholder interviews
  • Provide GFAN with a mid-process analysis and recommendations between Waves 1 and 2 of interviews
  • Wave 2 of stakeholder interviews (NVF sub-grantees & any others identified)
  • Provide GFAN with an updated analysis and annotated outline for the report after Wave 2 interviews completed
  • Report – 3 versions – 2 drafts and 1 final – 1st draft reviewed by GFAN, 2nd draft reviewed by GFAN, the Gates Foundation and GFS, final approved by GFAN only (formatted in Word)

Timeline

The contract shall run from Mid/late November 2025 to end of March 2026. Importantly, at least the Wave 2 analysis and annotated outline and preferably a first draft should be available no later than March 1st.  

Payment

The maximum contractual value for this work shall be USD 12,500 and the terms of payment are 35% upon signing of the contract, 30% upon completion of wave 1 of data collection and submission of mid-process analysis to GFAN, and 35% upon submission and acceptance for final report to GFAN.
