November 30: Global Fund Board Meeting Debrief & TB New Regimen Advocacy Guide Brief

On this call we hear from the NGO Delegations to the Global Fund board about the key issues discussed during the Global Fund 48th Board Meeting, and Robyn Waite - consultant with TB Alliance - and Lindsay McKenna from Treatment Action Group - tell us about a series of guide for integrating new TB regimens in Global Fund Funding Requests.

October 12: Brief on International Health Regulations 

We hear a call for action from UK advocates, and Margot Nauleau from Save the Children gives us a briefing on the process to amend the IHR.

September 29: First Pledging Debrief

We got together with GFS staff and advocates from the US, UK and Italy to process the Replenishment week and start planning our next steps towards a UK and Italian pledge.

September 15: GFS Update and Results Report discussions

We heard a final update from GFS before the pledging conference, and we discussed the 2022 Results Report.

September 6: GFAN AP video launch, UK Advocates plans and Pandemic Preparedness Update

On this call we heard from the GFAN Asia Pacific team about their plans in the last week before replenishment, and a new video released for the occasion. We also heard from STOPAIDS about their plans to reach out to the newly appointed Prime Minister. And finally, GFAN and STOPAIDS provided an update on the recent development around pandemic preparedness.

August 24: Global Fund Secretariat Update on the Replenishment Campaign and the Pledging Conference

On this call we heard an update from Global Fund colleagues on the state of the replenishment, their plans for the pedging conference and the tools that will be available to civil society and community partners for their advocacy in the weeks leading up to the conference in New York.

July 14: Civil Society and Community Webinar on the PPPR FIF

Co-organized by GFAN, Frontline AIDS, Friends of the Global Fight, AVAC, the Joep Lange Institute, Equal and STOPAIDS. We talked about the upcoming changes in the Pandemic preparedness infrastructure, and the need for the new fund to be more inclusive in its governance and avoid repeating the mistakes of past investments in Global Health.

May 25: GFAN Call - Board Meetings Debriefs

Global Fund Board Members Robin Montgomery and Andriy Klepikov and Stop TB Board Members Carol Nawina, Austin Obiefuna, Delinia Garcia and Peter Ngola talk about the key moments and decisions of the Board meetings that took place this month.

May 4: GFAN Call - IAS22, GFAN Open Letters

We hear from Robyn Waite (Results Canada) on opportunities for engagement at IAS 22, and the GFAN team on two open letters: one for German Chancellor Scholz on arguing for an ambitious pledge, and one for the hosts of the COVID-19 Summit on ensuring that the Global Fund Replenishment is integrated in the ongoing pandemic preparedness and response discussions.

Context:

During the next Board Meeting, the board be presented with a decision point regarding how catalytic funding will be allocated in the next implementation cycle (2024-2026). Catalytic Funding, alongside country allocations, is a critical component of the implementation of the new 2023-2028 Strategy. Many community-led, human right and gender transformative interventions that are championed by civil society and communities would fall under the priorities given to catalytic investment – it therefore is capital that advocates follow this discussion and its outcome closely. The plans that will be presented to the board are being discussed in the Strategic Committee, chaired by Carolyn Gomes, Board Member of the Developing NGO Delegation. This GFAN call was organized to give the Communities Delegation, Developing Countries NGO and Developed Countries NGO Delegations a chance to update their constituencies on the state of the discussions, and receive input and feedback.

Carolyn Gomes (Developing Countries NGO BM), Robin Montgomery (Developed Countries NGO BM) and Daniel Townsend (Developed Countries NGO CFP) joined the GFAN Secretariat team on the call.

The discussion:

  • The Strategic Committee makes recommendation on a range of priorities for Catalytic Funding that will guide the Secretariat in the allocation of funding. These priorities have to be approved by the Board before the end of the replenishment process (an therefore before how much money will be available is known), so they are budgeted according to funding scenarios.
  • Under the methodology that will be proposed to the Board, the more funding is made available overall through the replenishment, the large the share that will go to catalytic investment.
  • The priorities recommended by the Strategic Committee are informed by the Technical Evaluation Reference Group (TERG), and the Technical review Panel (TRP).
  • The Strategy Committee discussion have been contentious regarding how much funding should be made available for catalytic funding, how that funding should be split between the various priorities, and how much flexibility the Secretariat should have in the allocation of funds.
  • Catalytic funding had been presented in the past as one avenue to address the relatively lower Global Fund investment going to the fight against TB. Though figures cannot be shared yet, this concern is reflected in the proposed allocation.
  • A new, innovative inclusion in Catalytic Funding of a NextGen Market Shaping to promote equitable access to health supplies by transforming supply chains.
  • At the national level, board member shared that it is crucial that national advocates work to identify suitable opportunities for catalytic funding, that make best use of the available funds and guarantee impact.

We hear from Mark Lagon (Friends US) on the President Budget Request, Rachel Ong (GFAN AP) on the C20 process, Peter Weissner and Robin Montgomery on C7 process, and Millie Heslam (RBM Partnership) on their World Malaria Day Plans.

March 23: GFAN Call - One Health, Global Week of Action Debrief, Presidential Budget Announcement

We heard from Rachel Ong (GFAN AP) about the Global Week of Action, Chris Collins (Friends of the Global Fight) about the Presidential budget, Ellie Parravani (Brooke Institute) about One Health. The GFAN Team presented our resources for World TB Day.

March 9: GFAN Call - World TB Day Updates and Plans from Technical Partners

On this heard from Lucica Ditiu and Kadira Malkoc from Stop TB, Peter Ng'Ola and Subrat Mohanty from the Stop TB board, Blessi Kumar from GCTA and Lynette Mabote from TAG, who all presented updates and plans ahead of World TB Day. We also heard from Rachel Ong with GFAN Asia Pacific on the progress of the Global Week of Action.
